“Law 15.6(c) was introduced in 2009, and the stated purpose was to write into Law Ruling No. 13 of 2003, and Nos. 3 and 8 of 2004.

Law 15: Tackle: Ball Carrier Brought to Ground – Definitions

brought to ground.
A ball carrier who is not held is not a tackled player and a tackle has not taken
place.
15.1 Where Can a Tackle Take Place

15.2 When a Tackle Cannot Take Place
