A video example of a player moving on the ground after being tackled. In this case, the Crusaders Tom Marshall continued to propel himself along the ground by his knees after being tackled. Referee Craig Joubert immediately called a penalty – “You’re propelling yourself with your knees after the tackle. Release it (the ball).”

Featured in the amendments are concrete steps to return to play and the requirement for players to be cleared by a medical practitioner before their return to play.
